Designed and organized by the Ri.For.Ma group. – Research and Training for Management of the Department of Economic and Business Sciences of the University of Parma, in collaboration with the European College Foundation of Parma, the first level master’s degree in Management of European Financing for the Public Administration intends to train the figure of Euro planner inserted in the context of the Italian Public Administration.

Skills and objectives

The Master in Management of European Funding for the Public Administration will allow you to acquire the knowledge and tools necessary to adequately interpret the directives coming from the European Union and translate them into the specific context of the national legal, administrative and economic panorama.

Particular care will be dedicated to the development of students’ inter-institutional collaboration skills, their ability to interact with higher levels, to negotiate and to be protagonists in promoting, planning and iwith higher levelsmplementing the development of their territory, to improving their attitude, to public-private collaboration, to the development of practical design capacity.

At the end of the course you will be able to:

  • Understand and move within the EU financial programs on which the issuing of notices and tenders depends
  • Integrate PNRR funds with European structural and investment funds;
  • Define the strategic approach to obtain aid;
  • Plan the development objectives of your organization in line with the economic growth policies established by the EU;
  • Set the structure of European projects and funding requests;
  • Draw up development plans according to project management principles;
  • Use techniques and methods for drafting project budgets and reporting.

Who is it aimed at?

The Master in Management of European Funding for Public Administration is aimed at public administration officials as well as managers and consultants in the sector interested in updating their skills in the field of European planning.

How to apply

Those who, at the time of submitting the application, meet the requirements indicated in the announcement and in the Master tab and have at least a three-year degree can apply for admission.

Applications for admission must be sent by 12:00 on 18 February 2027 according to the procedures set out in the announcement.

Attendance Mode

The Master in Management of European Funding for Public Administration, lasting one year, will begin in March 2027 and conclude in December 2027 (with a summer break from mid-July to mid-September).

Classes will be held online every Friday, from 9:00 a.m. to 6:30 p.m.

    Registration fee

    The total cost of the Master in Local Government Management is €3,516.00, payable in 5 instalments as follows:

    1st instalment
    €1,516.00 upon enrolment

    2nd instalment
    €500.00 by 31/05/2027

    3rd instalment
    €500.00 by 31/07/2027

    4th instalment
    €500.00 by 30/09/2027

    5th instalment
    €500.00 by 30/11/2027


    Financial Support

    Payment by an External Organisation

    To facilitate access to the training programme, special financial arrangements are available for organisations wishing to invest in the professional development of their employees.

    A reduction in the tuition fee is available when payment is made by an external organisation — either public or private — on behalf of its employees.

    In particular:

    • 15% reduction per participant in the case of two participants from the same organisation;
    • 20% reduction per participant in the case of three or more participants from the same organisation.

    This payment option enables organisations to support their employees’ professional development while benefiting from more favourable financial conditions.

    INPS study scholarships

    As this is an Executive Master delivered in synchronous mode, the programme is eligible for INPS study scholarships. In previous years, several participants have benefited from this valuable financial support, which provides full coverage of the Master’s tuition fees.

    At present, the INPS call for applications for the 2026/2027 academic year has not yet been published. We will provide further information as soon as the official guidelines become available.
