Designed and organized by the Ri.For.Ma group. – Research and Training for Management of the Department of Economic and Business Sciences of the University of Parma, the Master in Management of Local Authorities is an advanced training course during which you will acquire managerial skills and specific skills that will allow you to take on a managerial role , at intermediate or top level, within local authorities or in other organizations that operate in close relationship with local authorities.

Skills and objectives

The Master in Management of Local Authorities is divided into modules that aim to develop managerial skills in the main areas of local authorities: organizational planning, planning, control and budgeting, administrative law, transparency and anti-corruption, quality and communication.

At the end of the Master in Management of Local Authorities you will be able to:

  • Manage structures and areas of intervention of the local authority knowing how to plan, manage and coordinate the development of financial, human, structural and technological resources;
  • Improve your managerial skills and more precisely: analyze the different organizational variables; interpret the key elements of the organization by identifying strengths, weaknesses and knowing how to change the balance to improve the organization; plan and manage change by acting on the structure, operating systems and coordination methods;
  • Evaluate the type, quantity, quality and costs of the services offered and knowing how to build and manage a staff evaluation system;
  • Draw a project in the various fields of action of the local authority, and guide it until the result is fully achieved;
  • Design management tools such as criteria for quality assessment, cost analysis, organizational impact assessment;
  • Analyze policies and understand the phenomena of demand and supply of public services.

Who is it aimed at?

The Master in Management of Local Authorities is aimed at those who want to deepen and systematise the issues of organization and management of local authority services to offer the labor market a set of skills capable of coordinating services and managing complex activities oriented towards objectives defined by strategic directions.

 

 

 

 

How to apply

Anyone who meets the requirements indicated in the announcement at the time of submitting the application can apply for admission to the Master in Management of Local Authorities as reported on the  bando and Master card

 

 

 

 

Applications can be submitted from 2nd July 2025 to 18 February 2026.

The selection interviews will be held on Tuesday 3rd march 2026 starting from 9:00 am at the Department of Economic and Business Sciences – Via Kennedy, 6 – Parma.

Attendance Mode

The one-year Master in Management of Local Authorities will start in March 2026 and end in February 2027.

 

 

 

 

Classes will be held every Friday, from March 2026, to February 2027 (with a summer break from mid-July to mid-September).

The lessons will take place online.

    The total cost of the Master in Local Government Management is €3,516.00, payable in 5 instalments as follows:

    1st instalment
    €1,516.00 upon enrolment

    2nd instalment
    €500.00 by 31/05/2026

    3rd instalment
    €500.00 by 31/07/2026

    4th instalment
    €500.00 by 30/09/2026

    5th instalment

    FACILITATIONS AND SCHOLARSHIPS FOR MASTER ENROLMENT

    To encourage access to the programme, several financial support options are available for both public employees and organisations wishing to invest in staff training. Opportunities include scholarships, reductions on the enrolment fee and dedicated discounts, with different requirements depending on the beneficiary category.

    INPS Scholarships

    By 18 November 2025, all public employees were able to apply for one of the 857 scholarships made available by INPS, covering the full enrolment cost in accordance with the official call. This Master is eligible for the contribution.

    “PA 110 e lode” Facilitation

    The Master adheres to the “PA 110 e lode” protocol promoted by the Department of Public Administration, an initiative aimed at supporting continuous training within the Public Administration.

    Public employees, both permanent and fixed-term, are entitled to a €330 discount on the total fee.

    To benefit from the reduction, at the end of the online enrolment procedure candidates must upload, on the Esse3 platform, the self-declaration of public employment available at the dedicated link.

    Payment by External Organisation

    A fee reduction is available when payment is made by an external organisation — public or private — on behalf of its employees.

    Specifically:
    15% reduction for each participant when two employees from the same organisation enrol;
    20% reduction for each participant when three or more employees from the same organisation enrol.

    This option allows organisations to support staff training under more favourable economic conditions.
