Alumnus of the European College appointed as a Vice Minister in Paraguay

On 4 June 2026, the President of Paraguay, Santiago Peña, appointed Professor Adolfo Vallejos Morales as the new Vice Minister for Religious Affairs at the Ministry of Education and Sciences.

A former student of the European College of Parma, Vallejos Morales is a lawyer, university lecturer, and specialist in Canon Law.

During his academic training, he focussed on regional and European integration, developing expertise that complements his extensive experience in the legal and ecclesiastical fields. He has served as a canon lawyer at the Interdiocesan Ecclesiastical Tribunal of Asunción and was a member of the Episcopal Commission for the Cultural Heritage of the Church.

In his new role, he will be responsible for institutional relations between the Paraguayan State and the various faith communities present in the country, with particular attention to promoting interreligious dialogue, safeguarding freedom of religion, and strengthening the activities of the Vice Ministry.

The European College of Parma extends its warmest congratulations to Professor Vallejos Morales on this prestigious appointment and wishes him every success in carrying out his new responsibilities.

Shaping Future Leaders: Two New Master Programmes Enrich the College’s Academic Portfolio

The European College of Parma and the University of Parma are pleased to announce the launch of two new postgraduate programmes for the 2026–2027 academic year: the Master in European Affairs and Policies (MEAP) and the Master in EU Mediterranean and African Relations (EU-MEDA).

MEAP focuses on European governance, EU law and policies, geopolitics, innovation, sustainability and strategic autonomy, preparing participants for careers in European institutions, international organisations, public administration and the private sector.

EU-MEDA offers a specialised and interdisciplinary perspective on cooperation, development and governance across Europe, the Mediterranean and Africa, addressing key issues such as migration, sustainability, energy, security and international cooperation.

Both programmes are delivered in English and include lectures, seminars, workshops, simulations, case studies and traineeship opportunities designed to provide participants with professional skills and international exposure.

Applications will officially open on 29 June 2026.

Mercoledì 4 febbraio e giovedì 5 febbraio il Collegio Europeo di Parma presenterà i Master Executive co-realizzati e co-progettati con l’Università di Parma attraverso due webinar dedicati.

In particolare, mercoledì 4 febbraio dalle ore 17:30 alle ore 18:00 presenterà il Master di II livello in Management degli Enti locali, un percorso formativo pensato per chi desidera rafforzare le proprie competenze e sviluppare la carriera professionale all’interno delle Pubbliche Amministrazioni, acquisendo strumenti manageriali avanzati e una visione strategica della governance locale.

Master in European Studies (MAES), Academic Year 2025/2026: “Fausto Capelli” Promotion

The 2025/2026 edition of the Master in European Studies (MASE) will be dedicated to Professor Fausto Capelli, who recently passed away.

Professor Fausto Capelli, with his extraordinary academic and moral stature, made a significant contribution to the cultural and scientific development of the European College of Parma.

Born in Broni (Pavia) in 1936, Professor Capelli graduated in Law in 1962 from the University of Genoa. A highly respected lawyer, specializing in European Union Law and International Law, he was Professor of Law of the European Communities at the University of Parma from 1975 to 2002.

In 1988 he was among those who collaborated in founding the European College of Parma, which  was conceived, promoted, and established by Professor Nicola Occhiocupo.

Fausto Capelli served as Scientific Director at the European College until 2002, and subsequently continued to contribute as Professor until Spring 2025.

A leading expert both in European Law and Food Law in Italy, Professor Capelli – a man of wide-ranging and cross-disciplinary culture – was able to combine scientific rigour and intellectual depth with generosity and sense of civic responsibility.

At the European College of Parma, he left a lasting legacy, not only through his lectures and research, but above all through his direct and constructive relationship with generations of students, who saw in him a true mentor in life, passionate and attentive, capable of inspiring enthusiasm and dedication, while embodying commitment and discipline.

The European College Foundation therefore wishes to pay tribute to his memory and to his invaluable “educational legacy”, as his example continues to be a source of inspiration for both students and lecturers, in a scenario where European founding values should find new vigour.

29 ottobre 2025 – L’INPS ha pubblicato il Bando di concorso per l’assegnazione di contributi destinati alla frequenza di Master universitari executive di I e II livello per l’anno accademico 2025/2026, riservato ai dipendenti della Pubblica Amministrazione iscritti alla Gestione unitaria delle prestazioni creditizie e sociali.

Tra i percorsi finanziabili rientrano anche i Master dell’Università di Parma,  Collegio Europeo:

Il bando prevede 857 contributi, fino a un massimo di €4.000 per corsi in modalità FAD (formazione a distanza).

Di seguito le scadenze principali:

  • Apertura domande: 29 ottobre 2025 (ore 12:00)

  • Chiusura domande: 18 novembre 2025 (ore 12:00)

  • Pubblicazione graduatorie: entro il 19 dicembre 2025

European College of Parma: New Governance approved by the Assembly of the Founding Members on 24 October 2025

Parma, 25 October 2025 The Founding Members of the Fondazione Collegio Europeo di Parma — represented by the Unione Parmense degli Industriali (Parma Industrial Association), the University of Parma, and the Emilia Chamber of Commerce — have unanimously approved a change in governance, with the support of the Supporting Members: the Municipality of Parma, the Province of Parma, and the Emilia-Romagna Region.

The new Board of Directors, which will lead the Foundation for the 2025–2028 term, is composed as follows:

Alberto Spagnolli, the new President of the Foundation, brings many years of institutional experience and a strong commitment to promoting Europe and international cooperation. He has held positions of responsibility at the European Commission and later at EFSA – the European Food Safety Authority, headquartered in Parma. At EFSA, he held senior roles in institutional relations and communication, contributing to strengthening dialogue between the Agency and institutions and stakeholders at local, national, and European levels. His long-standing experience in European policy and the management of complex organizations represents a valuable asset for the Foundation.

The Members expressed their heartfelt gratitude to the outgoing leadership, in particular to Professor Cesare Azzali, for his years of dedication and for the key role he played in consolidating the prestige of the Collegio Europeo.

The Foundation thus continues its path with renewed momentum and leadership, ready to face new challenges and seize opportunities in the European and international arenas.

In Memory of Professor Fausto Capelli

With deep sorrow, the European College of Parma Foundation announces the passing of Professor Fausto Capelli, an extraordinary academic of exceptional moral stature, who contributed decisively, for decades, to the cultural and scientific growth of our institute.

Born in Broni (Pavia, Italy) on 10 February 1936, Professor Capelli graduated in Law in 1962 from the University of Genoa. A respected lawyer, specialised in European Union Law and International Law, from 1975 to 2002 he served as Professor of European Community Law at the University of Parma.

In 1988, he was among those who collaborated in the creation of the European College of Parma, which was conceived, pursued and promoted by Professor Nicola Occhiocupo.

Professor Fausto Capelli was Scientific Director of the European College of Parma until 2002; he was Professor at the European College of Parma Foundation, where he taught until the past academic year. In an article he wrote on the occasion of the College’s tenth anniversary, he recalled how the early years were far from easy: besides organisational difficulties, there were the challenges of travelling (which at the time was much less convenient than today) for professors, experts, and speakers, as well as the complexities in collecting updated information and data on European issues.

Nevertheless, his vision of the College as a place for dialogue and sharing of ideas, knowledge and experiences—combined with a deep sense of belonging—left an indelible mark on the College and its students. These values still represent the defining traits, and the real added value of the European College of Parma and of its training.

Professor Capelli, who was recognised as one of the leading experts in Community Law and European Union Law, combined scientific rigor and intellectual depth with a rare human quality, marked by kindness, approachability, and a sincere civic spirit.

At the European College of Parma he left a lasting contribution, not only through his lectures and research, but above all through his direct and constructive relationships with generations of students. Under his guidance, many pursued academic and research careers in European law, finding in him a passionate and attentive mentor, capable of conveying enthusiasm, curiosity, and discipline.

The European College of Parma remembers Professor Capelli as an exceptional reference point for the training of students, and for the development of European legal culture in Italy.

His legacy will remain alive in those who had the privilege of knowing him, learning from him, and drawing inspiration from his example.

We join his family and colleagues, the academic community and all Alumni in mourning his passing.

Fee Reductions for attending MAES 2025/2026

NEW PARTIAL SCHOLARSHIPS: Apply now! (deadline 25 September 2025)

Apply no later than 25 September 2025 for one of the new partial scholarships (consisting in reductions on the standard course fees)  to attend MAES 25/26.

The following partial scholarships are available:

A1) 5 Scholarships, merit&income-based, consisting in a reduction of € 1500 from the Standard (full) course Fees, addressed to citizens of the European Union.

B1) 5 Scholarships, merit&income-based, consisting in a reduction of € 2500 from the Standard (full) course Fees addressed to citizens of Countries which are Candidates to accession to the European Union (i.e. Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Türkiye and Ukraine).

C1) 1 Scholarship, merit&income-based, consisting in a reduction of € 2500 from the Standard (full) course Fees, addressed to citizens of Non-EU Countries (not including Candidate Countries) already holding a valid permit of stay within the EU.

IMPORTANT NOTICE:

Moreover, the following Special rates are also available for attending MAES 25/26:

  • Graduates from the University of Parma benefit from a special 20% discount on the standard enrollment fee for the Master in European Studies – MASE (the enrollment fee will therefore be €4,400 instead of €5,500).
  • The first 10 ONAOSI students who apply for the 2025/2026 academic year will be able to enroll in the Master in European Studies – MASE at a discounted rate, receiving a 20% reduction (the enrollment fee will therefore be €4,400 instead of €5,500).

In addition, the European College of Parma Foundation offers specific discounts for enrolling in the MAES programme in relation to its Founding and Supporting Members, namely:

  • Founding Members of the European College of Parma: 20% discount on the standard MAES fee for employees and their first-degree relatives, as well as for employees and first-degree relatives of the associates (where applicable) of the Founding Members;
  • Supporting Members of the European College of Parma: 15% discount on the standard MAES fee for employees and their first-degree relatives, as well as for employees and first-degree relatives of the associates (where applicable) of the Supporting Members.
